Paypal fees for money transfers

Does anybody know why I've started paying fees for money transferred to  me from another persons Paypal account.  This started happening since the 11th Sep, prior to that I didn't pay fees.  For example a friend sent me £20 from his Paypal account to mine yesterday and I had to pay 88p in fees.   It's my understanding that these transfers are free.

Its down to how the payment was SENT to your account.

1. If they sent using money > goods / services option then paypal would see you as a seller and charge you a fee.

2. If they had sent using the send money > family / friends option then you would have had the payment with no fee.
