Paypal availability in Nigeria

Pls why Paypal is not available here in Nigeria?

It is available, that is why you have opened and are posting with a Nigerian paypal account.

However you can only use it to purchase items, you can't receive / sell or withdraw funds on your account.

Then nothing is possible with it.
