Although it is possible to purchase goods/services on PayPal using your PayPal account balance you will still be required to add a bank/card to the PayPal account. The financial information you enter is used to complete the PayPal verification and is used as a backup funding source. Some merchants will only accept payments from a debit/credit card also.
