Paypal Account Country

Hello, I'm from Kosovo and there's no Kosovo country and I want to create paypal account but I cant verify it by phone number on another country.

If paypal is not available in your country then you can't open a paypal account.

You can't open and use another countries paypal account, if you try then it would soon be limited unfortunately.
