Payouts Integration - Fees and not supported Countries

As per the documentation, payout fees are ALWAYS charged to the merchant and that they can be 2% of the payout’s amount (capped at a set amount) if the money is sent outside of the U.S. and a flat fee of 0.25 USD if the payout is sent within the U.S. Could you please confirm that there are no other fees involved and whether the recipient always receives the whole amount of the payout?
If there is no currency conversion going on and the payouts are always sent in USD, are there any countries where this scheme would currently not be supported? I’ve already gone over the information that PayPal provides about this on this page:https://developer.paypal.com/docs/payouts/reference/country-and-currency-codes/#automatic-currency-c..., but I’m still in doubt.
