Payments being declined only for 1 client.

Hope someone can help me fix this. It has been stressing me a lot lately. I need to pay somebody a certain amount and every time I hit "Continue" it says something is wrong, or payment declined however if I try a different email (different person) it works perfectly except that specific one. I already asked him to provide me with a different email but it still shows me the same error.

Forgot to mention that YES my debit card is confirmed and working also YES I do have money inside my account.
