Someone sent me money but it says it needs a scanned receipt the waybill where do I send it

Click on the received payment transaction by logging into your PayPal account and click the "Add Tracking" button.

 

Beware of scams without receiving payment first, PayPal does not ask for or require a "scanned receipt" (unless you're in a dispute and require proof of postage). You just enter tracking number and select a shipping company used where applicable into the transaction as stated above.
