If I buy a mobile phone from app online am I ebay payment protected if pay with goods and service can I get my money back if doesn't come Thanks

The eBay Money Back Guarantee are only for purchases made from eBay website/app and different from PayPal's Buyer Protection. PayPal and eBay have been separate entities for 5-6 years.

If you send payment as goods and services, yes, there is buyer protection but it does have its conditions and limitations so, please read:
