Payment fee

I'm struggling with such a huge payment fee - 28 USD - being deducted from a transfer? Is this fee applicable whether the friend on the other side pays or you pay - is it the same amount irrespective of who pays it? I never realised Paypal was so expensive to use. My second question is - is there a way to reverse the payment once it's been made without being charged another 28 USD payment fee? Thanks

FEES are listed in Paypals user agreement and vary country to country and dependent on who you trade with and how the funds are sent.
