Payment fee for transaction

Can someone explain me what is the fee for payments from Montenegro to Germany.

Legal Agreements says for international transaction from Montenegro to Germany the fee is 1.99 EUR + 3.4% + 0.35 EUR.

I just sent 229.13 EUR to my brother in Germany (my calculation was that he will receive 219 EUR if I use fees mention above). 

He received 218.49 EUR.

Can someone explain me why he did not received 219 EUR but 218.49 EUR? This mean that their fees are not correct?
