I paid a guy in Malaysia for a motorcycle part. Money left my account but didn’t go to his. Nobody available to speak to at PayPal so I cancelled but I need to pay the seller

If you were able to cancel a payment it means the seller made a mistake with the email address they gave you and so could not accept your payment.
