I am new...one person want to send me money from USA to italy but he said I need to pay for this...for receive 800 dollars I need to pay 11 euro first and send him I did that....this is true?

No its a SCAM.

No funds in your paypal balance = you have not been paid.

Sellers don't pay buyers anything to 'receive' payments.
