Payment Fee higher

Hello, 

Since around the 30th of May I start paying 1,99€ to pay a friend. Before that it used to me less than 0,50€. What happened? 

It does not matter if I send him 200€ or 20€, when before it changed a bit, but never more than 0,50€. 

I did read the recent terms & conditions but I could not find anything related to this.
