Paying card fee for transfer instead of PayPal balance

Hi,

I would like to transfer funds to another user from my PayPal balance (SA to HK). However, I have to pay a fee from my credit card as it indicates that I am using my card to pay (which I am not, because I have more funds in my balance than on my card). It also states that I do not have to pay a fee when I use my balance. I know this, because I never paid fees before. Now I suddenly have to pay!

You would still pay cross border fees if its an international transaction?
