There is no such thing as a premier account anymore.
It 'merged' with personal accounts a few years back.
So if you have a personal account then you already have a premier account.
Paypal only offer 2 accounts now, personal and business.
You only need a business account if you are a registered business or high volume seller.
If you are a small time seller then you can use your personal account.
