PayPal opens in Russian

I'm located in the Netherlands. 

As from last week, when I go to paypal.com I get the site in Russian and I can't figure out why?!

Also, when I delete cookies, history a.s.o. and restart the system it does not change anything.

Any suggestions because I'm very reluctant to use Paypal now.

Clear your cache / history > turn off and on again.
