PayPal has confirmed your identity. (but I didn't ask it to) 
 

I just got an email that says

"Dear [me]

Thank you for using PayPal. You've completed the procedure that helped us confirm your identity. Now you can use PayPal to receive payments."

 

However as far as I knew PP already had confirmed my ID years ago. I didn't do anything to initiate this. Should I be concerned?
