I have been receiving £2.99p for an item off Ebay. Only £2.60 goes into my PayPal account, why am I being charged a fee of 0.39p each transaction I thought PayPal was free to use?

If paypal were free to use then how would they fund the service and pay their staff every month?
The only times its free is if its a personal ie friends/family payment.
However its against paypal rules to use that option for selling goods and if you try can lead to account suspension.
