PayPal fee refund when buyer purchases in error and cancels immediately

Hello

It seems PayPal don't refund fees anymore? I was selling a digital piano for pickup only in London, but a buyer from Poland bought and paid and asked if 'a friend' could come along and pickup the following week. I wasn't comfortable with this as didn't know how I'd prove to PayPal it had been picked up. The buyer obviously wanted a refund and when I tried to do this my PayPal fees weren't refunded.  I have another couple of transactions similar. Do PayPal no longer support sellers like me when a buyer purchases and pays for things they haven't thought about properly and then request an immediate refund?  It doesn't seem fair that I should lose money, including across currency conversions, for this.

You paid paypal the fee to process your buyers payment for you and then to process the refund for you.

As they provided you a service twice they charge you a fee for that service.
