I made a transfer via PayPal from my linked bank account to my brother. I received a notice from PayPal indicating the payment came from my bank account and saying my brother “will receive $2,000.” My brother got a notice from PayPal indicating “Money received +$1,941.70.” In other words, PayPal misrepresented to me that there was no fee, but PayPal charged the $58.30 (2.915%) fee to my brother and delivered only the net proceeds to my brother.
