PayPal converts GBP to GBP in order to apply fees

My account is in GBP, the invoice is in GBP.

Paypal decides to convert GBP to CHF then back to GBP in order to apply conversion fee.

My bank never applies a conversion fee in any currency, never mind GBP to GBP transaction. 

I cancelled the transaction, Paypal refunded the invoiced amount omitted to refund their "conversion" fee.

How to get PayPal to refund the complete amount they debited?
