PayPal clearance charge fee help

Hello everyone. I'm in the uk and have been sent $3000 USD from a friend. However I have been emailed about a $100 clearance charge fee. Is this correct ? Theres no money in my balance or pending help how do I access the money

SCAM not money in your paypal balance means you have not been paid, even if pending it would show in your paypal balance.

Paypal does NOT tell you to send money to do anything account related.
