PayPal charging so high commission on payment received

I am withdrawing money from Upwork account to my PayPal account and I noticed, PayPal charging high commission on received amount.
For example, I transferred $178 from upwork account but PayPal received $168.41 (charged $9.59).  See attached screenshot


I looked at the transaction fee on PayPal that is very genuine but I don't know how PayPal calculate fee on actual transaction. Moreover, PayPal charging more fee amount according to the received transaction amount.
After looking this transaction and charged fee, it seems PayPal is not built for India.

Please suggestion.
