PayPal charging 1% fee for instant transfers to PNC Bank when transfers to other banks is $0.25

Just as the title states.

I used to have Chase Bank, but switched to PNC Bank. Instant transfers used to cost me $0.25 per transaction, and I even think it was that way for PNC Bank until recently, when I noticed that the fee is now 1% of the amount of transfer. What happened, what has changed?
