If you click on your username you will see that you have an Algerian paypal account.
When you click to register and open a Paypal account the first thing you do is click on the drop down list of countries and select your own.
You must have clicked on one of the first and opened an Algerian one.
That is useless to you and you can't use or change the country on an international account.
You would have to start over with a new account in your own country.
Advice is voluntary.
