PayPal Itself Used as Phish?

Twice I've received emails from something called PayPal Giving Fund Canada that claims PayPal wants to donate $110 to our charity. Everything about it looks legitimate but I'm still suspicious it is a phishing scam. Can someone at PayPal itself please confirm?

Your best bet is to ask customer services.

Click on the words "Help / Contact" at the bottom of paypals pages and use the phone option in the blue band at the top OR very bottom of page dependent on what country you are in. Scroll down past the list of help questions and click on 'Call us' bottom of that page. Log in and get the code.
