Is it typical for an eBay seller to ask for my paypal ID?

It depends on your situation. Have you already paid or not? Your PayPal ID would be your PayPal email address so they can send you a PayPal invoice or money request If you have not made payment yet, the seller may be trying to avoid eBay fees and want to bill direct to your PayPal email address. Or if you ordered an additional item after paying and they wanted to bill you for the additional item directly instead of going through eBay checkout.

eBay has stopped providing email addresses and want people to contact in eBay Messages these days to keep people from avoiding eBay fees.
