PayPal Fraud

I recently called two different phone numbers listed on the PayPal.com site. I both cases I talked with agents with a foreign accent. I wanted to add money to my PayPal account. Both agents told me to buy Google Play cards and give them the numbers from the back of the cards. Stupidly, I bought $1200 worth of cards(two $500 and one $200) and gave them the numbers. Nothing was credited to my account and I lost the $1200. Why are these phone numbers allowed to be on the site? Doesn’t PayPay scrutinize what the links are under their site?
