My adult kids pay me for their cell phone bill, etc.. through my PP account since they don't live nearby. 2 of them, neither them or myself was charged any fees. However, one of them "I" was charged a fee when he sent me a payment. Can someone please tell me why? It's not right that a fee is being deducted from what he actually owes me.

Its down to how the payment was SENT to your account.
1. If they sent using money > goods / services option then paypal would see you as a seller and charge you a fee.
2. If they had sent using the send money > family / friends option then you would have had the payment instantly and no fee.
Advice is voluntary.

Get ready, because according to a Paypal notification, starting on Nov. 7 2018, Instant Transfers (ie that payment from your kids sent to family/friends) "will cost 1% of the amount they transfer to you, with a maximum fee of $10.00.
