PayPal Fee Unusually High - Why?

Normally, the PP fee on my account is about 3%.
I just had a transaction in which the PP fee was 13.5%.
Can anyone shed light on this?
It has never been this high before.
And, I used PP's "PayPal Here ... card reader.)

Sounds not right - normal fees are 2.9% + $.30 per transaction on the total amount however, if using PayPal Here, the fees are as follows:
- 2.7% per US card swipe
- 3.5% + $0.15 to key in cards
- 2.9% + $0.30 to invoice
- 1.5% for cross-border transfers
Was this a high dollar amount sale and a manual input or no card present sale ?? Any currency conversions ??
