So I've been thinking about making a purchase using PayPal Credit on Ebay. There is an offer to open a PayPal Credit line with APR for 24 months at 0%. But I'm wondering if it will stay at 0 until I fully pay it off in 24 months or will it fluctuate between the 0% and 25.49%? When I read the details I noticed it says "For New Accounts: Variable Purchases APR is 25.49%." What does that mean? While I've had a PayPal account for years, this would be my first time using PayPal credit - so is that implying I'd pay 25.49% because it's a new account?
