Paypal has paid after delivery for an item I am buying. I have raised a query in the resolution centre to stop the money being taken from my account. The seller has written back to me saying he hasn't sent the item yet (after 16 days.) He suggests I cancel the item but who pays who? Paypal have paid for the item so does the seller pay Paypal back or do I have to?
Can't get hold of Paypal despite sending them a message and getting an answer "Our agent will respond to your message within 1 hour.) - this was yesterday at 15:00 hrs.
