Package lost, after 180 day buyer protection, can I still get a refund?

I purchased an item June 2017 (yes you read that correctly), it wasn't shipped until April 2018 (no typos here). I emailed the seller every month or so asking for an update and I knew after 2 months of their excuses to just ask for a refund, but I really wanted this product and no one else offered it. Finally, after 10 months it was shipped. But there haven't been any updates on the tracking, it's been in China since April 14, that's the only entry. I assume the parcel to be lost. I've contacted the seller, and asked how long it would take to send out a new one if it is lost, but I'm moving house at the end of June and if it takes any longer than a month I won't get it. My best bet is a refund, but we are way past the 180 day buyer protection window. What can I do to guarantee a refund? It wasn't a cheap buy so I don't want to just forfeit losing the money.
