WHEN I JUST REMOVED MY CARD FROM MY ACCCOUNT AND WANT IT BACK IT SAID THIS CARD IS LINKED TO OTHER PROFILE 

IM SCAREDD THAT SOMEONE HAVE MY CARD INFORMATION AND GOING TO BUY WITH IT AND PUT ME IN DEBT

When you removed the card it may take the system up to 72 hours to play catch up before you can try adding it again.

So maybe its still recognising it as linked to your present paypal account still.
