Why is PayPal taking 25p and 27p at a time rather than the advertised 20 pence per transaction? All of these sales are very small (less than £20 each time) and I am not a business...

Because rates have changed to 2.9% + 30p recently. Don't matter if you're a business or not. If you selling, then you're charge the standard PayPal fee rate which has changed to the aforementioned from the previous 3.4% + 20p.
