I am purchasing a golf cart that will be transported from out of state. How should I make the payment to protect myself and the seller?

You have buyer protection as long as you don't send using the family/friends option OR pay a sellers personal paypal.me link (to make it a goods/services transaction you would need to tick the box).
Best to get them to send you an invoice or money request FULLY describing the item you are paying for.
However buyer protection is not a 100% coverall so best go read up on it in paypals buyer protection policy / user agreement so you can risk assess your transaction.
Advice is voluntary.
