Out of state buyer

Buyer wants to pay 3800 for a car posted on PayPal. They live in Massachusetts. Oregon is where I live. How can I find out if they are legitimate?

You should never use PayPal to accept payment for a vehicle; except, for a (small deposit) to hold the vehicle, until the buyer shows up with cash.
PayPal will not offer Seller Protection for any kind of in person/local transaction that cannot be tracked. They also specifically don't offer any protection for motorized vehicle sales.
