New to pay pal

So if I link a debit card to my paypal people can send me money to that card through pay pal or does it not work like that

Someone pays you to your Paypal email address that identifies your Paypal account and then funds go into your Paypal balance.

Then you can withdraw it to any linked and confirmed bank account or debit card (in your country).
