As long as you need to successfully confirm the card with the PayPal 4-digit code. For optimum results in general, this should've been done prior to using the account/receiving payments, ie. when first setting up the PayPal account. This gives a stretch of time for the info to settle in your account and wouldn't possibly trigger security or review causing delay if in a rush. Otherwise, I'd wait a few days before requesting a withdraw as a buffer zone if you just linked/confirmed the card.
