Hi, I am new to PayPal. After making an online purchase using PayPal, do we have to pay off PayPal like we would do a credit card debt statement?

Unless you have opened a paypal credit account and been approved then no.
Normally when you pay for an item using paypal, paypal take the payment automatically from any linked funding source you have confirmed on that paypal account.
So if you added your bank account or a card it would come from that, you can change the funding source during checkout OR you can do it here....
Click on the profile tab (icon next to log out) > Click on payments third option along on the thick blue band top of page > second down click on update next to your preferred way to pay and put a dot in one of the options listed.
