New International Fees in 2020??

I have been transferring money from my US Bank Account to my Fiance' Thai Bank Account for long time. Now I am seeing a new fee upon recent about 4%??

Funded by your PayPal balance or a bank account linked to your PayPal account.

Transaction fee:

5% of the send amount with

• a minimum of $0.99 USD
• a maximum of $4.99 USD

This rate was changed and updated to 5% last year on May 7 2019:

I am using a Bank Account and never got this fee in 2019 but now see starting in 2020.  I assume this is a new fee from PayPal??

Is there anyway to avoid and get this Fee like before??

If it lets you choose who pays the fee, you can have recipient pay the fees but there is no way to avoid fees or paying the old rate for using PayPal's services.
