Hi I have a business account. Funds received from a a customer to book my holiday rental are on hold as my account has used for a while due to lockdown. It says to contact an agent but the number is not accepting phone calls due to staffing issues. How do I resolve this please?

Or have you considered contacting Customer Service via Facebook or Twitter? You can send them a personal message from their facebook or twitter pages. It's: https://www.facebook.com/PayPal and @AskPayPal for Twitter.
However if its for a rental / service then try marking the item as shipped or processed and that may give the sender on the other end the option to mark as received and so that 'may' release the payments more quickly.
