My package got lost in the post?

I sold an item to a buyer and got paid. However the item never arrived, it was lost/stolen by Parcel Force. My buyer is being very kind and has declined a refund to date. He hopes the item will turn up as I do. But my question is, will I still have to pay full E-Bay fees and Pay-pal fees if I have to refund my buyer please? I have plenty of evidence and Parcel Force are not denying the item was collected and lost, there was no insurance.

Sadly yes as the courier /postage option you choose to send to the buyer is up to you and its also your risk if you choose to send uninsured.
Advice is voluntary.
