You must have added or clicked to have the code sent 3 times to your bank account to be blocked as you did not confirm that bank account with the code.
You would have to contact customer services now for them to add it for you but as you can't use the code option they will probably need you to upload a copy of your bank statement to prove ownership of the bank account.
Click on the words "Help / Contact" at the bottom of paypals pages and use the phone option in the blue band at the top OR very bottom of page dependent on what country you are in. Scroll down past the list of help questions and click on 'Call us' bottom of that page. Log in and get the code.
