My Account under limit, 180 days over, Paypal doesnt send me money withdrawal email.

Hello there

my account under limitation and im unable to use paypal anymore. As paypal said they will send me an email with introduction of money withdrawal but im still waiting since 6 month.

And still im unable to add credit card or linking card on my acc.

Please anyone guide me how to get back my moneys.
