Yesterday I sent someone a hundred dollars for a service, unable to do said service, they returned the money that same day. Now today PayPal just withdrew that hundred dollars, from the money that was returned to me. Now I'm missing a hundred dollars and the person I sent to doesn't have it, so how do I get my hundred dollars back?

When you pay a seller its never instant, paypal CREDIT them for you and then paypal take the wait for the funds to transfer from your bank account etc.
If you get a refund BEFORE the funds have transfered then they still have to leave your account and transfer to Paypal and then as its been refunded it will be credited to your paypal balance OR go back to a debit card if you funded it via a card.
Advice is voluntary.
