Money transfer to debit card

This is the second time I've done this. I was told it could take up to 1/2 hour and would cost 25 cents. It has been over an hour and the money is still not in my account. I need the money to be in my account. Anyone know how I contact someone at Paypal? I can't find an email or phone number and it is frustrating.
