I send money to my son in college via PayPal so we have a clear record and for quick access. I pay a fee for this. He has told me he has to pay a fee for immediate access to the funds. Why do we both have to pay a fee?

If you sent it using the friends/family option then there is only a fee if you 'fund' the payment via a card.
If you fund it using funds already in your paypal account balance OR from a bank account then it is fee.
As for your sons fee then I think he is talking about withdrawing funds which is free to his bank account.
BUT he can pay a fee to withdraw it to his debit card more quickly.
Advice is voluntary.
