Message centre - where is it?

I've been trying to get a response to a query. Tried using the message bot. 

After multiple offers of total unrelated information the bot said an agent would contact me within 1 minute. 30 minutes later without another peep from the message us bot I ended that call.

Tried again was told an agent would contact me within 1-2 minutes. Same thing.

Third time I'm told to go to the message centre because an agent would answer my query within the hour.

Went to the paypal interface and can't for the life of me find the message centre. 

Came here and found a bunch of people crying into the wilderness where is the message centre?

Scroll down and click Email Us. I believe...that would take you to the message center.

Or, click the bell icon next to the gear icon when you log on. Then click Inbox, click View Messages.

Thanks, doesn't seem to be anyone home. I've been waiting for hours for a response.
