Message Center Wont Load

Every time i try to contact message center since today (13, 06, 2020) it wont allow me to open the page and just comes up with this error: 

This page isn’t working

If the problem continues, contact the site owner.

HTTP ERROR 429

Then it says reload but it just keeps giving m,e the same message

This is happening to my customers. Not sure how "try another device" is helpful to them when that's the only one they have. It won't work on my laptop, either. This looks like a recurring problem, so maybe Paypal needs to find out what is causing it.
